It happens that it is not so: there is something more powerful that only happens in the most criticized saga of the franchise, the “negative energy”.
The “negative energy” refers to a special form of dark and evil energy found in the universe. This energy is generated by evil and corrupt beings, and possesses considerable destructive power. In Dragon Ball GT, the concept has an important role as a source of power for the antagonists. Baby, one of the main villains, uses negative energy to strengthen himself and increase his power. This energy allows him to transform into more powerful forms and unleash devastating attacks.

As it is, negative energy corrupts and destroys everything it touches, from entire planets to entire planes of existence, and it does so without anyone using or taking advantage of it. While the Hakai is pure destruction, it must be channeled by a God of Destruction or mortal who can unlock Mega Instinct, as opposed to negative energy that simply exists and causes devastation wherever it is.
No one has to continually unleash negative energy to be destructive like the Hakai does, despite the fact that the universal destructiveness is relatively equal between the two. In conclusion, Dragon Ball GT has confirmed that the most destructive power in the franchise is negative energy and not the Hakai of the gods of destruction.
