Dragon Ball Super is renowned not only for the incredibly strong heroes who protect the Earth time and time again, but also for the introduction of villains with extraordinarily high power levels. An example of this is Frieza, who appeared in 71 episodes of Dragon Ball Z and constantly increased his ki during his battle with Goku, culminating in the destruction of the planet Namek, which could not withstand the energy released during the fight.
Cell died on that occasion, while Goku escaped to the planet Yardrat, where he learned to use his ki for teleportation. For the Tournament of Power saga, the most recent anime, we saw that this villain was revived. Only with his help could they eventually defeat Jiren, the strongest in universe 11.
However, did you know that this character is not exactly the strongest villain? In the following note we will review some of the new passages of the manga and anime, and how an eventual scale of power of the antagonists would look.
Dragon Ball Villain Power Scales
When the Tournament of Power ended, the mangaka Toyotaro started new sagas. One of them was that of Granola, the last survivor of the Cereal race. We will not count him as a villain, despite facing Goku and Vegeta, since he was tricked into facing the Saiyans.
But we must highlight Gas Heata. This is a formidable fighter who showed how fearsome a character can be when he lacks the usual fighting techniques and gains the power of the strongest warrior in the universe with the dragon balls.
The wish boosted his strength but most of all it honed his ability to create weapons with his ki. With enough creativity, she can take out almost any character from the anime and manga. Even Gas has a Berseker version that surpasses Ultra Instinct and Mega Ego.

Unfortunately, after being badly injured, he was easy prey for Frieza. That’s right, this character returned to action at the end of the arc to show that he has reached a new level of power called Black Frieza. He with one blow eliminated Elec’s brother and defeated Goku and Vegeta without much trouble.
In the following episodes of the manga, we saw that the Saiyans train to become even stronger than Frieza. But it could be considered another even stronger character, who appeared in the movie “Super Hero”.
We mean Cell Max. He was born from an experiment by Dr. Hedo and faced off against Beast Mode Gohan and Orange Piccolo. Also, the more he released the ki he got bigger and stronger. Only his ki is capable of changing the weather.
But we saved the best villain for last. Moro has become one of those mysterious characters that fans want to see back in the manga. He is one of the few characters who has managed to destroy several planets during his saga, just with his breath or ability to consume energy.

When the Saiyans released ki, they only fed him, so the bet to defeat him was in the hands of Goku and Vegeta’s new techniques, and in the androids, who don’t have a notable ki. The only weak point he had was the gem on his head, where his true power was hidden.
With all that being said, the most powerful villain should be Moro. However, the only one of those mentioned who is still alive is Black Freeza, which makes him the enemy to defeat in the following sagas.
