Precisely, the death of his closest relatives and friends is the reason why he manages to reach Super Saiyan 1 for the first time.
Unfortunately, this would be your limit. Despite the fact that he trained every day and became a formidable fighter, he never managed to fulfill his potential and the reason behind why he didn’t reach Super Saijan 2 could be in Vegeta’s history.
