Something that fans of dragonball What they took for granted, almost magically, is that Goku can transform into Super Saiyan 4 in Dragon Ball GT because “he’s just Goku.” In fact, this is something that has happened throughout the franchise; However, the mystery is solved when Goku was just a child in his first adventures in the manga.
In chapter 151 of dragonball From the mangaka Akira Toriyama, Goku drinks the Ultra Divine Water to unlock his true potential in Karin’s Tower. As he ingests the water, Goku’s face is juxtaposed against an image of the Great Ape, and immediately after, Karin says that she just caught a glimpse of Goku’s true power. Later, when he fights the Demon King Piccolo, Goku performs a punch that is clearly associated with the Great Ape’s power.
Back to Dragon Ball GTSuper Saiyan 4 can only be achieved once the user gains enough Bruit Waves from a moon or celestial body to transform into a Golden Great Ape and then maintain control until unlocking the evolution.
Goku Super Saiyan 4 Transformation

In episode 55 of Dragon Ball GT, Bulma theorizes that the only thing initially stopping the then-Baby Vegeta from transforming into Super Saiyan 4 was that his body wasn’t strong enough to resist the transformation, not because he didn’t initially have a tail. The tail only makes it easier to absorb Ondas Bruits. The fact that Vegeta later becomes super saiyan 4 is proof that this is true.
As it is, what a Saiyan really needs is enough Bruit Waves and the ability to physically resist the transformation. The question is how Goku was able to transform when there is no celestial body that reflects enough bruits waves.
The only answer is to have drunk the Ultra Divine Water in the past. He already possesses the power of the Great Ape even without having to absorb Bruit Waves, so he had to expose himself to evolution and then maintain mind control. In other words, Super Saiyan 4 basically works for Goku like any other transformation. Vegeta doesn’t experience this with Super Saiyan 4 not because he needs a tail, whose sole purpose is to absorb Bruit Waves, but because he never drank Ultra Divine Water.
